The Statement of Public Discussion Participants

Although the movements and NGOs carrying out public activities and protecting the rights of different public groups, minorities and women publicly and legally implement their activities, various measures of violence have been exerted in relation to these groups several years in a row, including beatings, public threats, slander, insults, arsons and etc., which is actually intimidation.
By the command and manipulation of yet unknown groups in Armenia the universal values are frequently presented as fake, as inadequate for the Armenian nation by contradicting our culture against the Universal human rights. The law-enforcers only formally respond to the public appeals over annihilation of people, explosion of offices, they don’t lodge criminal cases, whereby, directly encouraging the threat instigators and violence perpetrators. Numerous are those cases when slander and insults against public activists and a group of NGOs are doubled via partial Mass Media outlets by forming a discrediting public opinion against a number of individuals and organizations that are engaged in the protection of human rights. Thus, the safeguards of freedom to get engaged in public activities of certain aspects are cast under doubt in Armenia.
Taking into account the aforementioned, we, the discussion participants, declare that the RA law-enforcement bodies hold responsibility for preaching hatred against vulnerable groups in Armenia and promoting the setting of impunity based on the criminal inactivity displayed by them.
We demand that the authorities, as the ones to ensure the RA Constitution, the human rights and freedoms, should immediately take effective measures to carry out the positive commitments undertaken by the state over protecting the constitutional rights of its citizens and civil groups, as well as provide quality response to all of the cases of ongoing violence threats and application of violence against the public activists and organizations. Otherwise, the inactivity in this field may entail irreparable and grave consequences, the responsibility of which will fully lie on the RA authorities.
