Monitoring at RA Military Hospitals
13:45, October 6, 2014 | News, Own news | Rights of Soldiers/Recruits | Armed ForcesHighlighting the protection of human rights in the armed forces as well as establishing and improving the civilian control over the armed forces, in 2014 the HCA Vanadzor initiated monitoring at the RA military hospitals.
To this end, the Organization attended a working meeting with Major General Vardan Avetisyan, Head of Information and Public Relations Department of the RA Ministry of Defense and other personnel of the Ministry. The working meeting covered the aims and objectives of the monitoring and the action plan of the monitoring project.
Afterwards, the Organization developed the monitoring tools which were approved by the representatives of the Defense Ministry at the subsequent working meeting. It was decided to monitor the garrison hospitals in Vanadzor, Sisian and Yerevan.
The monitoring sessions were conducted in July-August 2014, by permission of the RA Ministry of Defense.
Throughout the monitoring, the Organization interviewed the medical personnel, administrative and technical staff, and the servicemen who either received treatment or underwent medical examination at that time at the hospitals above.
Essentially, this has been the first comprehensive study at the RA military hospitals focused on identifying the current problems therein related to the medical services and their quality, human and financial resources security situation, qualifications of the medical personnel, any corruption risks and sanitary conditions, and solving such problems.
The monitoring findings will be summarized in a report that will also contain recommendations to promote hospital and defense reforms, as well as protect servicemen’s rights and prevent any abuse or violation of their rights.
The project is implemented within the HCA Vanadzor General Support Program funded by the Sigrid Rausing Trust (SRT).
