Crime report submitted on suspicious procurements of penitentiary facilities
13:08, October 5, 2016 | News, Own news | Detention FacilitiesThe Group of Public Observers monitoring the RA MoJ penitentiary facilities and agencies, in cooperation with Artak Manukyan, expert on public procurements, conducted a study entitled “Identification of Corruption Risks in Penitentiary Facilities” and on September 23, 2016, a publication on Corruption Risks and Manifestations at Penitentiary Facilities appeared on pmg.am website of the Group.
In particular, the publication referred to the quality and origin of the beef stew and ghee supplied to the penitentiaries.
The study showed that the company supplying beef stew had stopped operating back in 2012, i.e. the products were in fact produced by Private Entrepreneur H. Hovsepyan registered at 57, Artsakh St., Yerevan city, without any relevant documents for meat production.
As for ‘Danini’ company supplying ghee, the matter stands otherwise. While the company is not involved in the procurement processes of the penitentiary facilities, which should have led to increased prices of supplied food, the ghee is still supplied at lower prices as compared with the market price, which deepens the suspicions on the quality of the supplied product.
On September 28, 2016, HCA Vanadzor applied to the RA Special Investigation Service to initiate criminal proceedings based on the issues pointed out in the publication. No response has been received from SIS so far.
