On December 13, 2016, HCA Vanadzor held training on the rights and duties of pre-conscripts, conscripts and servicemen in ‘Aspares’ Journalists’ Club in Gyumri.

During the training, the organizers presented information on the registration of the conscripts, call-up and military service processes, procedures of medical examinations and legislative regulations of the military service.

Armine Sadikyan, Coordinator for Peace-building Projects at the Organization, presented the conscripts’ rights and relevant procedures in the process of medical examination during the call-up and military service, as well as opportunities to prevent violations of conscripts’ and military servicemen’s rights. The training participants raised numerous issues some of which they faced themselves, such as long queues for medical examination by medical commissions, the necessity to reach various medical institutions for relevant examinations, inadequate performance of medical examinations, disagreement with the results and illegal decisions on fitness for military service, etc.

Armine Sadikyan also presented the grounds for deferral and exemption from the compulsory military service, terms of deferral and the duties of relevant departments of the RA Ministry of Defense in case of granting deferral.

The organizers also presented to the participants the statistic data on the situation of conscripts’ rights and information on the most common violations during the winter call-up of 2015-2016 and summer call-up of 2016.

The participants entered into an active discussion and dialogue on the HCA Vanadzor’s Report on death circumstances of the servicemen dead during the hostilities of April 2016 and the social security situation of their families.
