Arakel Movsisyan’s Case: Court Dismissed A. Sakunts’ Appeal
21:14, October 5, 2015On October 2, 2015, the General Jurisdiction Court of Arabkir and Kanaker-Zeytun administrative districts of Yerevan city, RA, presided by judge L. Avetisyan, resumed the examination of HCA Vanadzor Chairman Artur Sakunts’ appeal against decree of June 26, 2015 by V. Avetisyan, Deputy Head of the RA SIS Torture and Crimes against Humanity Investigation Department, on not initiating criminal proceedings. Note that A. Sakunts, Chairman of the HCA Vanadzor, filed a crime report against RA NA deputy Arakel Movsisyan requesting to launch criminal proceedings against him for his public threats of murder and rape. However, based on the prepared files, the RA SIS decreed to dismiss the request to initiate criminal proceedings. Due to heavy workload, the parties to the trial did not attend the court hearing requesting the Court to resume the hearing without them. Considering the proper notification of the parties and their reasons, the Court ruled to resume the hearing in the absence of the appellant and investigating agency. Presiding judge L. Avetisyan passed to the stage of evidence examination. Afterwards, the Court considered the examination of the appeal complete and went to the retiring room to make a ruling. By its ruling announced shortly after, the Court dismissed the appeal of HCA Vanadzor Chairman A. Sakunts on annulling the decree by V. Avetisyan, Deputy Head of the RA SIS Torture and Crimes against Humanity Investigation Department, on not initiating criminal proceedings by thus upholding its legality.
