HCA Vanadzor submitted a petition on the Draft Laws on Making Amendments and Additions in the Laws on the Investigative Committee and the Special Investigation Service
16:41, February 20, 2018 | News, Own newsOn February 16, 2018 Helsinki Citizens’ Assembly Vanadzor Office submitted a petition, through which proposals were presented with regard to the RA Draft Law on Making Amendments and Additions in the RA Law on the Special Investigation Service.
With the draft laws it is proposed to reserve the appointment of the chairperson and the deputy chairperson of the Investigation Committee as well as the head and the deputy head of the Special Investigation Service for the government and the prime minister respectively. Under the current law, these authorities, with the exception of appointing the deputy head of the Special Investigation Service, are reserved for the RA President.
With the petition submitted to the RA MoJ, it was proposed to:
- Make an amendment in the RA Draft Law on Making Amendments and Additions in the RA Law on the Special Investigation Service. establishing that the National Assembly appoints the head and the deputy head of the Special Investigation Service upon the nomination by the members of parliament or factions (the ratio of votes can be discussed),
- Replace the words “the President of the Republic” with the words “the National Assembly” in Article 8 Section 3 of the RA Law on the RA Investigation Committee,
- Replace the words “the President of the Republic” with the words “the National Assembly” in Article 3 (6) of the RA Law on the Special Investigation Service.
- Make an addition to Article 128.1 of the Constitutional Law that regulates the RA National Assembly, establishing the procedure for annual reports to be submitted by the Investigation Committee and the Special Investigation Service and the procedure for their discussion.
