A criminal case has been opened against the deputy head of “Hrazdan” penitentiary in RA Special Investigation Services. Senior investigator for cases of special importance of RA SIS G.V. Begoyan has made a decision according to a criminal case against abuse of official privileges based on characteristics of criminal activity defined by Part 1 of Article 308 of the Criminal Code of RA. The case is accepted by the court and a preliminary investigation has been started.
It is worth reminding, that the deputy head of “Hrazdan” penitentiary directly sponsored and supervised A. Shamiryan, a prisoner of penitentiary to realize cell phones of various models and different costs within the institution. The benefit of the sales had to be split equally between the A. Shamiryan and a deputy head of penitentiary S. Babayan.
According to the deputy’s decision, the searches in the cells should have been conducted in a way that the bought cell phones were to be confiscated thus creating a constant demand of phones in the institution.
Cooperation between A. Shamiryan and S. Babayan however, stopped soon. A. Shamiryan was transferred to “Nubarashen” penitentiary and communication with S. Babayan was interrupted. A. Shamiryan and his relatives remained in a debt for 5 mln AMD in phone sale stations.
HCAV office has presented a message about this illegal activity to the RA General Attorney and the Head of RA SIS on November 10, 2014.
