The number of voters in the polling stations by hours:

at about 13:40 – 444 persons voted

at 13:21* – 632 voters (at first they announced 800 voters at 13:21, then they changed it into 632)

Facts collected during the voting process in Vanadzor polling stations
Polling station 29/2
The number of voters was 1913. During the eelections of local self-governmental bodies the number was 2153.
Polling station 29/9
One of the commission members was absent from the polling station. The number of voters – 1992. In the same polling station the number of registered voters was 2039 during the local self-governmental bodies, out of which 1500
people voted. There was one observer from the NGO “Choice is yours”.
At 10:40 another observer from Armenian Democratic Party registered, who said that he was a student and added that Gurgen Khachatryan, head of the philological department of Vanadzor State Teachers’ Training Institute,
member of Armenian Republican Party, had told several student to carry out monitoring during the referendum. There were not trustees in the polling station.
At 9:25 one of the heads of local police came to the polling station and asked the policemen to go out from the polling station which was a fair demand. At about 10:08 the mini bus (number 0477 L) brought the employees of “Tavros”
condominium to vote.
Another group of voters was brought to the station in a car (PAZ 603 36) by the head of the gas-filling station situated near the polling station. The head waited until the employees voted. After that he stayed there and some time later
he went away. At 10:48 the head of “Tavros” condominium met Gayane Harutyunyan, the head of the commission for the second time. At 10:50 Viktor Darbinyan, employee of the municipality, brought 15 voters in a micro bus (Ford 66
SU 36). At 10:22 Gagik Simonyan, the secretary of the municipality visited the polling station. But he was not a voter of that polling station.
Polling station 29/8
The number of voters -1920. During the elections of local self-governmental bodies the number of the registered voters was 2050, out of which 1300 people voted. There was one observer from the NGO “Choice is yours”. All the
commission members were present.
Polling station 29/20
The number of voters – 1792. During the local self-governmental bodies 2033 registered voters. Valya Loryan, employee of the municipality was there, without any status. With our intervention after revealing
the fact of not having any status she left the polling station. 4 of 9 commission members were employees of the same technical college, and the cleaner of the same college was the observer of NGO “Choice is
yours”.
Polling station 30/15
The number of registered voters was 1117. At 8:30 there were two voters. Until 12:20 the mini bus (1204L) brought 9 people. At 12:30 40 people voted. At 12:30 a man, Samvel Tumanyan from the address Israyel Ori 8, whose name
was not found in the list and who did not mange to tell about it, was registered instead of another person’s name by the commission members and he signed. The head of the commission called district electoral commission, the head,
Minas Sayadyan only said that if the inhabitant of the above mention address came he would only be given the polling paper. No protocol was made on the case. At 12:40 after the phone call the head of the commission declared for
everyone to bring their relatives to voting. At 14:05, 19 men entered the polling station together. The polling station was so small and narrow that the observers could not follow the voting process. When the journalist of “Civil Initiative”
tried to come forward and asked to get familiar with the list while registering the voter the head of the commission did not allow motivating that the journalist interfered with the voting. 6 of the members of the commission were employees of schools. There were 2 observers from Armenian Democratic Party, two members of “Henaran” NGO.
Polling station 30/33
At about 9:20 a military police officer came to the polling station whose name was not in the list. But the head of the commission allowed him to vote saying that he did not want to create problems for the officer, as the latter came from
work. Vanadzor mayor’s son brought people in a car (number 1896 L). Then 9 people came to vote, 6 of them were not registered though they voted. The employee of the municipality Gagik Aghababyan brought 6 people with him,
though none of them was registered in that polling station, and they voted. When the observer of “Zharangutyun” party intervened, the head of the commission did not make a protocol. The second time the journalist of “Civil
Initiative” demanded to check the citizens’ passports and the head of the commission told him not to interfere with the work and did not have the right to check the passports.
Polling station 29/13
There were 1912 registered voters. The main voters were soldiers from the military unit #62853. At 12:20 1080 people participated in voting- 953 citizens, 931 soldiers, 88 non-commissioned officers.
An incident was registered between Harutyun Sargsyan, director of Armenian Center on Human Rights after Nansen and an officer. The officer waited till the soldiers finished voting. And when Sargsyan made a remark and asked him
to leave the polling station an argument arouse. But the head of the commission neither stopped the incident nor registered the fact.
Polling station 30/4
There were 9 commission members. There was one observer from the NGO “Choice is yours” and one from Armenian Democratic Party. Old people who came to the polling station declared in a loud voice that they were for
“Yes”, but the head of the commission did not prohibit it. And when one of the commission members prohibited he got a remark from the head of the commission. And the employees of national security came and talked to the head
of the commission and stayed at the polling station for a long time.
Polling station 30/25
There was nothing registered in the registration journal at 8:00. The journal was empty and the head of the commission could tell the number of the voters after after some time. Then they said that the number was 1816 and
80 soldiers. All the 9 commission members were present. And they were mainly the employees of the kindergarten which was a polling station.
Polling station 29/4
During the referendum there were 1526 registered voters and during the elections of local self-governmental bodies there were 1743 registered voters and 1100 people voted.
At about 11:30, 12 citizens were taken to polling station 30/31 in a red car (2338 L) from the 3rd condominium of Vanadzor. They voted there and then they went to polling station 30/32. They voted there, too. And one of our correspondents noticed that one of them was voting at polling station 29/9 and the others were waiting outside. The
same group was seen at polling station 30/25. And one of our correspondents noticed them near the polling station 30/33.
