On Progress in Case of Missing Kapan Inhabitant Ara Khachatryan

Sakunts, legal representative of Ara Khachatryan’s (missing since June 3, 2011) successor Anna Khachatryan, requested information on the criminal case, particularly the measures taken to find missing Ara Khachatryan and identify the guilty person(s). The response letter stated that all the necessary measures had been taken. A. Alaverdyan, senior investigator at Syunik Marz (Region) Investigation Department, also approved Anna Khachatryan’s representative’s motion of August 27, 2014 to find out the details of conversation in the pavilion near the grave of Ara Khachatryan’s father some days before the incident and to question his friend Arman Davtyan and the nearby gas station employee. In another inquiry on the incident above dated March 11, 2015, A. Sakunts, legal representative of victim’s successor A. Khachatryan, requested information on the measures taken to verify Anna Khachatryan’s additional testimony and the findings of the forensic and computer expert examination of Ara Khachatryan’s cell phone. In his response letter, investigator A. Alaverdyan stated that almost all the information on the case had been previously investigated, and as for the findings of the cell phone data forensic and computer expert examination, they were available at the Syunik Marz (Regional) Investigation Department. The measures to find missing Ara Khachatryan have yielded no positive results so far. While the preliminary investigation saw a change of 6 investigators, the crime has not been solved yet, Ara Khachatryan has not been found and no charges have been brought to anyone within the criminal case under Article 104(1) of the RA Criminal Code (murder, illegal willful deprivation of one’s life). In their letter to A. Hovsepyan, Head of the RA Investigative Committee, dated July 27, 2015, A. Khachatryan’s representative, Chairman of HCA Vanadzor Artur Sakunts and HCA Vanadzor lawyer Tatevik Siradeghyan motioned to transfer the case from the RA Syunik Marz (Regional) Investigation Department to the Central Department of the RA Investigative Committee for effective and comprehensive investigation. However, the motion was again rejected for being unreasonable. The case is still under investigation.
