Was sent from Reserve Staff to Detention Facility?

According to Sakunts, two types of iniquity took place: first of all S. Martirosyan wasn’t subjected to criminal liability, instead he was sent to the reserve staff with the chief of the Criminal Department, and remaining there for a short while he was sent to the RA second city for a business trip as a Police Chief, in the event criminal cases are filed in relation to two of his subordinates. Apparently, they have been all “punished” together, hence, two of them were sent to the staff reserve, while criminal cases were lodged in relation to the remaining two.
“Colonel Sargis Martirosyan was appointed as Gyumri Police Chief, who used to be the Chief of the RA General Police Department. He was dismissed from the post of Department Chief along with Criminal Department Chief, while, criminal cases were initiated in relation to two officials with the features of interesting Articles: part 2 of article 309 of the RA Criminal Procedure Code on abuse of official authorities committed by a group of persons due to exerting force or weapons, and Article 314 on official forgery. The first point is how the Department Chief dodged criminal liability for such grave crimes that his subordinates were charged with the features of Criminal Code (the crime must have been so grave that his post runnig was no longer possible and he was sent to the staff reserve).
But the problem is why sending to the staff reserve was chosen instead of bringing up a criminal liability and secondly, what was done in relation to Martirosyan, while being in the oversight of staff reserve, either he recovered or was corrected, which provides grounds to assume that a post can again be entrusted to him and he can become a Department Chief of Gyumri Police this time. These are questions which need addressing not by Sargis Martirosyan but by Vladimir Gasparyan, Chief of RA Police. In this case I can have doubts that Vladimir Gasparyan has viewed Gyumri as an exile destination, he was sent there for exile or correctional purposes”, noted Artur Sakunts.
It should be noted that in response to the written inquiry of GALLA, Department of Information and Public relations of the RA Police provided the following official reply.
Police Colonel Sargis Martirosyan was dismissed from the post of Chief of the RA General Police Department pursuant to the 26.11.2012 order of the RA Police Chief and was registered in the staff reserve (Based on the order of the RA Police Chief: #2043 Ն RA Government decision in 2002 («About defining the order of registration in the RA Police staff reserve and reserve elimination» and «About Service in the Police », Article 49 of RA Law (Staff Reserve of Police officials).
Pursuant to the information provided by the RA Police, within the frames of the criminal case tried at RA SIS (the preliminary investigation over the case was conducted by the RA SIS), Khachik Bakhbudaryan and Artak Barseghyan, former subordinates of S. Martirosyan, were charged with part 2 of article 309 of the RA Criminal Procedure Code on abuse of official authorities and Article 314.
