The court rejected the protester’s appeal
Today, on February 7, 2018, the RA Administrative Court of Appeal rejected the appeal lodged by protester Vardan Balyan and his representative T. Siradeghyan, lawyer at the representative office of HCA Vanadzor in Yerevan.
The traffic police officers who did not provide a copy of a driving license have not been held liable on the pretext of being prosecuted by the Compulsory Enforcement Service
It has already been informed that at the RA Traffic Police Records and Examinations Division Vanadzor resident Seyran Babayan was rejected the provision of a copy of a driving license on the pretext of being prosecuted by the Compulsory Enforcement Service.
The Court rejects the claim by the police against the protester and recognizes as unlawful the police actions against the protester
Upon the decision of December 22, the Court rejected the claim by the RA Police and partially upheld the counterclaim by the protester and his representative. In particular, the Court recognized as unlawful the police actions of arresting V. Petrosyan and using physical force against him.
The Police provided the badges of not all the subdivisions of the Police to HCA Vanadzor
In response to HCA Vanadzor’s inquiry for the aforementioned information, on September 23, 2017 Head of the RA Police Legal Department A. Sargsyan provided information only on the badges of the Police, considering the rest to be a state secret.
The Police have refused to replace the lost driving license on the pretext of the owner being under investigation by The RA Compulsory Enforcement Service. The issue has been resolved with the support of HCA Vanadzor
On November 4, 2016 Seyran Babayan applied to Vanadzor Records and Examinations Subdivision of the RA Traffic Police with the purpose of receiving a replacement driving license. However, he was denied.
RA Police provided information on distinctive marks of police subdivisions
In his reply of September 23, 2017, A. Margaryan, Head of the Legal Department of the RA Police, provided information only on the latter question of the inquiry and as for the other ones, he mentioned that such information was considered confidential by RA Government decrees and he might not provide any information. He also added that the Concept for RA Police Development in 2017-2022, currently under development, will cover a suggestion on declassifying such information.

The remark was made by human rights activist Zhanna Aleksanyan n her interview with “Medialab”, regarding the incident that took place on August 29 in Erebuni administrative district.
