Demand of Public Observers to the Minister

On July 9, 2011, the group of public observers in charge of public control at penitentiaries of the RA Ministry of Justice presented an urgent report to the RA Minister of Justice regarding five prisoners with grave diseases that obstruct their imprisonment, including Leyli Vasil Chopinyan, Ruzanna Suren Manukyan, Amalya Maksim Mnatsakanyan from “Abovyan” Penitentiary, Armen Takvoryan from “Penitentiary hospital for convicts” and Hovhannes Dokholyan, with a request to release.
The Medical Health Commission has confirmed the medical diagnoses of the aforementioned prisoners, but the procedure of the inter-departmental commission is not clearly specified, and that is why the patients’ release is being postponed for an undefined period.
To this day, the RA Ministry of Justice has not responded to the group. For that reason, according to Point 13 of the Order for implementing public control at penitentiaries of the RA Ministry of Justice, the group is publishing its urgent report, demanding that the RA Minister of Justice immediately solve the issue of releasing the prisoners since “we estimate their further imprisonment as inhumane.”
