The human rights activist claims Seyran Ohanyan violates human rights
04:08, November 1, 2013 | News | Rights of Soldiers/Recruits | Armed ForcesRelatives of 20 recruits applied to the Chairman of Helsinki Citizens’ Assembly Vanadzor Artur Sakunts over complaints of health issues during the spring call-up of this year.
Today at “Noyan Tapan” club Mr. Sakunts stated that 5 out of the 18 recruits were recognized as fit for combat military service, while 7 of them were declared as fit for military service with restrictions, although all of them had health related issues. By his words, two of the recruits were granted with a deferment with a term of 3 years. “After several deferments in succession one of them was declared as fit for military service although his health state did not ameliorate”.
He also complained that during the organization of the call-up, no comprehensive medical examination is administered and there is no mechanism of appealing the examination conclusion act in the legislation. Mr. Sakunts pointed out that it is not specified by law how the order of a recruit’s fitness is determined in cases of combination of multiple diseases. “The same recruit is sent to military service after the deferment over the same health issues. It is incomprehensible. There are also cases when after three deferments, provided by the law, the forth one is also granted”. The human rights activist considered a grave violation of human rights the fact that it is via the order of the RA Minister of defense that the issue of a recruit’s fitness for military service is regulated. “The department, which is determined to have soldiers, should not mingle in this process.”
