Dear Mr. K. Karapetyan,
First of all, congratulations on your appointment in the high and responsible office of RA Prime Minister. We wish you success in the patriotic activity you started.
Dear Mr. Prime Minister, we, the convicts, are well aware that it will be very hard to confront and use for the benefit of our nation the multiple big challenges facing our country; it will take much effort and time. But please take a moment and find some time to address a vicious practice in Armenia’s judicial system. Article 76 of the RA Criminal Code is ignored as if it does not exist at all. This issue has been raised for years by both the public and thousands of convicts. But they have received no answer so far. For years, every minister of justice promises to resolve this issue urgently. But something (like corruption) prevents them from doing so.
Dear Mr. Prime Minister, once again we request that you assign under your personal supervision the state agencies to respect and enforce to the extent possible the effective law which we strongly believe should apply equally to everybody. Today’s authorities are the enemies of our people and state.
Convict Volodya Avetisyan
