An Innocent Person was Murdered

SIS was conducting an investigation over the case. As an outcome, the incident was assessed as lawful and the case was closed based on it.
Advocate Edmon Marukyan, representative of Sergey Yengibaryan, Arman Yengibaryan’s father has applied to SIS to obtain documents over the case, but the advocate received a shocking reply.
– Mr. Marukyan, what application have you submitted to SIS and what reply have you received?
– I have submitted two applications, one addressed to the SIS Chief, and the second to the RA Prosecutor General. However, I have not received a reply from the RA Prosecutor so far. While, the justification of the application addressed to the SIS was as follows: at the point of assassination, Arman Yengibaryan was holding a de facto status of a suspect, consequently, the preliminary investigative body was obliged to provide the case-related documents and the decision over closing the case to the representative of the victim, so that the latter could have a chance to appeal the decision. The reply to the application was the following: Yengibaryan was holding a status of neither a suspect nor a perpetrator; hence, there were no grounds to provide the requested documents. In fact, the investigator affirmed that at the point of pursuing Arman Yengibaryan, the latter was not a suspect.
– What does it mean?
– It means there were no bases for pursuing the victim. If there were no grounds to pursue him, then it was being done illegally and the man was murdered unlawfully. Hence, the police officer has killed a completely innocent person.
– Does it mean Yengibaryan has no status in the criminal case of bandit assaults?
– Yes, he holds no relevant status. In fact, Arman is dead, and no charges can be brought against him after death. But during the investigation, the police officials visited Arman’s apartment and confiscated their property with golden jewelry. However, there were no warrants allowing their unlawful acts.
– What are you planning to do?
– At this moment, I am anticipating the reply of the RA Prosecutor General. Afterwards, we will initiate court proceedings and dispute the decision regarding closing the criminal case over the unlawful acts committed by the police officials, which I do not have. During the court trial, I will claim that the case-related documents and the decision should be provided. Later I will come up with objections.
