The Problems of The Residents of Temporary Dwellings

The residents of Manushyan, Leningradyan and Spandiaryan temporary dwellings took part in the discussion.
The residents of 188 temporary dwellings of Vanadzor have a number of problems concerning various spheres.
The citizens who were in the list of getting apartments before the earthquake of 1988 are not included in any list today. There is no program or opportunity of providing them with apartments at present.
Each resident of the temporary dwellings face the problem of registration, which has its consequences.
The residents who are registered in temporary dwellings mention that they can’t be included in the list of unemployment, cannot get money from banks by mortgage.
The residents of temporary dwellings does not take part in elections, except for the cases when the interested candidate goes to the court to restore their right in order to get their vote.
At the same time, surprises happen to those who don’t have registration. Karine Poghossyan moved from Ukraine to Armenia with her family in 1985. He has lived in the temporary dwelling since 1997. His son who is a citizen of Ukraine served in the army of Armenia.
These people have a lot of health problems which they cannot solve because they have not registration.
The family of Marine Avagyan, as a family having many children, has a right to get free medicine. But as far as they have no registration they can’t make use of their right.
Because of absence of registration, the citizens are not able to define the group of their disability and get free medical service.
According to RA government resolution #318 all territories are to be freed from temporary dwellings. The citizens who apply to the municipality with the request of allocating the areas to them, they are rejected. While alienating the areas by auction, the residents of temporary dwellings can’t manage to take part. The information about the auction is not publicized, or at least it is publicized one or two days before the auction.
The owners of the alienated areas in Vardanants street began reconstruction. The walls occupied the whole pavement and it deprived the residents of temporary dwellings of their right to free movement.
HCA Vanadzor plans to discuss the questions raised by the residents of temporary dwellings with authorities trying to find possible solutions.
