HCA Vanadzor has submitted suggestions on the RA Draft Law on Making Changes and Amendments in the RA Law on Commerce and Services
13:22, July 9, 2018 | News, Own newsHelsinki Citizens’ Assembly-Vanadzor has submitted suggestions on the RA Draft Law on Making Changes and Amendments in the RA Law on Commerce and Services.
Making reference to a number of issues recorded in practice, the Organization has suggested offering a systemic solution to the existing issues in the field of commerce and services and establishing requirements imposed on entertainment places in the territory of multi-apartment buildings as well as educational and historic-cultural institutions, state buildings and administrative buildings of local self-government bodies and medical institutions.
Incidentally, HCA Vanadzor has suggested:
- amending the draft and establishing the maximum allowable level of noise generated from the activity of the objects operating in multi-apartment buildings or in the vicinity of multi-apartment buildings, residential houses and educational, cultural and health institutions (the allowable threshold and the measurement procedure can be discussed with the specialists of the field);
- establishing that a permit shall be issued for the operation of activities of entertainment places in multi-apartment buildings or in the vicinity of multi-apartment buildings, residential houses and educational, cultural and health institutions (the procedure for issuing permits is to be established by the decision of the RA Government);
- establishing that an exploitation permit can be provided solely in the cases when the object requesting a permit undertakes the obligation to set up or has already set up a soundproofing system, which will guarantee the noiseless operation of the object requesting a permit and will ensure the protection of the rights of the residents of the residential building.
Today, on July 9, 2018, we have submitted the suggestions via email to Vardan Grigoryan, Chairman of the Standing Committee on Territorial Administration and Local Self-government.
