At the hearing of February 5, 2016, 4 officers of the border guard detachment № 2012 in Gyumri, who took part in V. Permyakov’s arrest, gave testimonies.
In response to the questions of the representatives of Avetisyans’ successors, M. Khachatryan, Bayandur frontier post commander, said that they were assigned to search for the border fugitive, being aware that he was suspected of a murder. According to witness testimony, he had noticed nothing suspicious about V. Permyakov; nor had he noticed any signs that Permyakov had abused any alcohol.
The document form serving as a basis for the arrest records submitted to the Court read that the arrest of the fugitive should have been reported to the Prosecutor of Shirak Marz (Region), which, however, had not been reported.
When asked by A. Zalyan, representative of Avetisyans’ successors, whether the border guards would have handed over Permyakov to the Armenian law enforcement officers, had they arrived earlier, the witness answered no.
According to the witness testimony of H. Makhsudyan, cynologist at Bayandur frontier post, after arresting Permyakov, they tied him up with his tracksuit belt and shoelaces, since at the moment he was not on service duty and rushed to help upon hearing the alarm.
In response to the question of lawyer L. Sahakyan, representative of Avetisyans’ successors, on whether they had no handcuffs with them, the witness answered no.
Then, as the lawyer asked witness H. Makhsudyan whether he had not asked M. Khachatryan why there were no handcuffs, he answered that he just followed his order.
The other witnesses questioned at the court hearing provided no substantial information about the case.
The next court hearing on Avetisyans family’s murder case is scheduled for February 12, 2016, at 12 pm.
