RA Special Investigative Service seeks new options to conceal its own inaction

M. consulted HCA Vanadzor and stated that some months before, some police officers broke into their apartment and on suspicion of an attempted murder apprehended her and her husband to ‘Erebuni’ Police Division, where they exerted psychological and physical pressure on the spouses trying to extort testimonies that they had committed the attempted murder of a certain S. V.
According to T. M., they threatened to move her to the female prison and her baby to the children’s home.
Based on the information above, the Organization filed a crime report with the RA Special Investigation Service.
Afterwards, a letter from the RA SIS made it clear that, following the accepted practices, the crime report was again forwarded to the Internal Security Department of the RA Police, which “did not identify” any disciplinary violations in the actions of the police officers.
For several times, the crime reports submitted based on the information provided by citizens on commitment by police officers of prima facie criminally punishable acts have been forwarded by the RA Special Investigation Service to the Internal Security Department of the RA Police “for consideration in terms of the RA Police officers”.
The Internal Security Department either identifies no violations by the police officers or confines itself to bringing them to disciplinary liability (and it usually fails to disclose the particular liabilities brought against such police officers).
Typically, according to the information published by the Internal Security Department, the persons who have submitted crime reports “state” that they have no claims against the police officers or “deny” the relevant information provided before and the materials prepared on the case are not forwarded to the RA Special Investigation Service.
By doing so, the RA Special Investigation Service actually shapes a unique investigative agency within the Internal Security Department of the Police which has a single goal to exempt police officers from criminal liability.
This also provides a wonderful option to conceal their own inaction, especially considering the precedents identified in other situations when the RA Special Investigation Service fails to fulfill its core functions and initiates criminal prosecution based on slur against the persons who have submitted crime reports, instead of holding liable the real perpetrators.
