The Russian side has not provided the RA Investigative Committee with any materials of the criminal case on V. Permyakov’s desertion from the military unit

Permyakov, convicted under the murder of the Avetisyans’ family, voluntarily left the military unit and on the findings of such investigation.
Back on November 16, 2015, S. Tonoyan, Deputy Head of the RA Investigative Committee, assigned the commanders of the Russian military base № 102 to carry out an internal investigation into the this matter.
In his letter of July 3, 2017, G. Aghababyan, Senior Investigator for High-Profile Cases at the RA Investigative Committee, answered the HCA Vanadzor lawyer’s exact questions: “Some servicemen […] faced disciplinary liability and a number of others faced criminal liability.” Whereas the inquiry required clear information on the actions by the servicemen who committed a violation and liability imposed on them.
As for provision of copies of the criminal case on V. Permyakov’s desertion examined by the Russian law enforcement officers and military court, Senior Investigator G. Aghababyan answers: “[….] as for the requirement by any RA law enforcement body of the criminal case on Permyakov’s desertion from the military unit and a number of other circumstances and accusations examined by the Russian law enforcement bodies, I hereby state that […] the criminal case on V. Parmyakov, accused of murdering S. Avetisyan and his family members, was received […] and merged […] into the criminal case that was provided electronically to the representatives of victim’s successor.”
Meanwhile, the representatives of the victim’s successor were provided only with the materials of the investigation conducted by the Russian law enforcement officers into the murder of the Avetisyan family. By the way, it should be noted that the Russian side had not right to conduct any such investigation into the murder of the Avetisyans.
Thus, G. Aghababyan, Senior Investigator at the RA Investigative Committee, who was involved in the investigation into the Avetisyans’ murder case, does not in fact answer the inquiry, which proves that the Russian side did not provide the RA Investigative Committee with either the materials of the criminal case initiated by the Russian side on V. Parekyakov’s desertion from the military unit, or the data of the persons prosecuted as a result of the internal investigation.
