As reported before, HCA Vanadzor monitors the local elections campaigns in Vanadzor and Gyumri; under the monitoring, the observers also attend meetings with voters.

Yesterday, on September 14, 2016, at 12:30 pm as a HCA Vanadzor observer monitored the meeting held by Prosperous Armenia (Bargavach Hayastan) Party near the State Medical College in Gyumri, one of the persons present at the meeting forbad the observer to do his job, namely to attend the meeting and fill out the observation card.

In spite of the fact that the observer introduced himself properly and showed his certificate, the person above carried on asking clarifying questions and insisting that he would be allowed to attend the meeting only if they were sure that he attended the meetings of the other parties as well.

The observer contacted the Chief of the Headquarters of the Party in Gyumri for the incident. The latter said that a person assigned by him would attend all the meetings and ensure unobstructed implementation of the observers’ activities.
