Press Release On 6th court hearing of Avetisyans family murder case
17:12, February 16, 2016 | Press Release | Avetisyan familyOn February 12, 2016, the General Jurisdiction Court of Shirak Marz (Region), presided by judge H. Movsesyan, held the 6th outgoing hearing on Avetisyans family murder case on the territory of the Russian military base № 102.
At the hearing, the Court questioned 3 other witnesses who took part in V. Permyakov’s arrest, namely Russian border guard troops servicemen cynologists S. Slyusr, S. Sumbulyan and E. Torosyan. The latter was involved in the 12th outpost rapid response group when V. Permyakov was arrested.
Cynologist S. Slyusr involved in the activities of search for V. Permyakov said that the border guard service dog found V. Permyakov’s trace and reached the yard of a house in Shirak Street in Gyumri city.
To check whether V. Permyakov might be hiding himself in the house, the border service guards called the police. Upon its arrival and the search of the house, V. Permyakov was not found.
When asked by the legal representatives of victims’ successors if the Russian base and Russian border guard troops servicemen were armed during the searching activities, S. Slyusr answered that they were not. It follows that servicemen searching for V. Permyakov who deserted the Russian base with a gun and 50 bullets were unarmed.
The rapid response group of the Russian military base started the search activities at 4-4:30 am and carried them on till about 8 am (according to the cynologist, the border guard dog might “work” a maximum of 3 hours). Note that this period of time coincided with the murder of Avetisyans family members at 5-5:30 am.
In their testimonies, S. Sumbulyan and E. Torosyan said that at 8 am, an intensified border guard mode was announced. However, the orders and instructions issued then did not anyhow differ from those issued during the “usual” border guard service. On that day, the border guard service duty was appointed at about 12 pm at area 1 of the 12th outpost for the first time. No combat duty had been appointed at the area above before and the witnesses could not explain why. However, 10 minutes after the combat duty started, at 12:15 pm, a person attempting to flee over the border was discovered. According to S. Merzlikin, Commander of the 12th outpost, that person was Permyakov.
The commanders did not make the “intensified border guard mode” servicemen familiar with any features of V. Permyakov. The servicemen above learnt about his personal features only from the information broadcast by TV.
The 12th outpost rapid response group arrested V. Permyakov attempting to flee over the border and transferred him to the border service area. It was no sooner than 30 or 40 minutes after that Armenian law enforcement representatives arrived. They did not attempt to meet the rapid response group members who had transferred V. Permyakov to the border guard service area and demand that they handed him over.
During the court hearing, the Russian border guard servicemen also reported that they were unaware of the contents of Russian-Armenian agreements and considered their commander’s orders as the only legal grounds.
This court hearing revealed another important fact; as he was arrested, in response to the question why he had committed homicides, V. Permyakov said: “I did not kill anybody.”
The next outgoing hearing of Shirak Marz (Region) General Jurisdiction Court on Avetisyans family murder case is scheduled for February 26, 2016, at 12 pm at the Russian military base № 102.
