Some criminal cases in ‘Datalex’ system became inaccessible as a result of “new technological solutions”

The search results in limited information about the case with the note “Information is limited” and when trying to open the case, a window appears with the note: “You are not authorized to view this case”. The problem concerns especially military cases.
At the same time, there is no note of any reasons why there is no full information on a case accessible and who is authorized to view the case.
Usually, some information on such platforms is accessible only for registered users. But ‘Datalex’ system seems to have no registration option, so what is the logic then?
To get an answer to this question, on June 7, 2017 HCA Vanadzor applied to the RA Judicial Department and requested information on the grounds for restricting access to the judicial acts under some cases and the underlying legal acts and copies of such acts, if any.
In its response of June 30, 2017, the Judicial Department explains it by the recent introduction of new technological solutions into the system and in fact, does not answer the inquiry. “Presently, the RA Judicial Department has started to develop new technological solutions and limited access to some information in electronic cards of court cases on www.Datalex.am website is conditioned by such circumstances.”
While the inquiry demanded clear information on the limitations and the underlying legal acts, the response letter does not address them. The Judicial Department gives unclear answers without specifying by what principle access to some court cases is limited, whether it is a technical fault to be fixed or has a specific objective.
