HCA Vanadzor presented suggestions on the Action Plan of Strategy 2018-2038 on Improving the Situation in RA Penitentiary System

On August 24, 2017 the RA MoJ posted for public discussion on its unified website for publication of draft legal acts the draft RA Government Decree on Approving the Strategy 2018-2038 on Improving the Situation in Penitentiary System in the Republic of Armenia and its Action Plan for 2018-2038.
HCA Vanadzor and the public observers’ group monitoring the RA MoJ penitentiary facilities and institutions jointly developed and presented suggestions on the draft Decree.
The conducted analysis identified a number of legal, structural and technical issues. The Draft lacks any verification criteria and timeframes for performance of individual actions and some actions, activities and outcomes need clarification and editing.
It was suggested taking efficient steps to ensure employment of persons deprived of liberty, as well as ensure the independence of doctors at penitentiary facilities by including the health services in the RA Ministry of Health system, discuss the possibility of allowing using mobile phones at penitentiary facilities, etc.
The author of the Draft also received suggestions on some additional actions, namely setting up a unit to investigate torture and crimes against humanity and combat discrimination and developing a legislative package on the prisoners’ right to visits.
