Court of Appeals dismissed Karen Kyupelyan’s appeal detained illegally for almost a day at the administrative premises of NSS

Ghazaryan, resumed examination of the appeal submitted by Tatevik Siradeghyan, Karen Kyupelyan’s representative and lawyer at Yerevan Office of HCA Vanadzor, against the ruling of the General Jurisdiction Court of Arabkir and Kanaker-Zeytun administrative districts of Yerevan city, RA.
Considering the examination of the appeal completed, the Court withdrew to the deliberation room to make a decision. By its ruling published shortly after, the Court dismissed the appeal.
The ruling of the RA Court of Criminal Appeals will be appealed before the RA Court of Cassation.
Note that on November 1, 2007, at about 6 pm, RA National Security Service officers E. N. and H. M. and another RA NSS officer apprehended K. Kyupelyan by his own vehicle from Zvartnots Airport to the administrative premises of RA NSS, where he reached at about 7 pm, After being transferred to the administrative premises of RA NSS, K. Kyupelyan was kept there for almost a day, till about 5 pm of November 2, 2007. Under the criminal case initiated on the incident, charges were brought against RA NSS officer H. M., and a decree was made on not prosecuting E. N. and T. A., which was appealed first to the RA Prosecutor General’s Office and then to the General Jurisdiction Court of Arabkir and Kanaker-Zeytun administrative districts of Yerevan, RA. Upon examining the complaint of victim K. Kyupelyan’s representative T. Siradeghyan on annulling RA SIS Senior Investigator for High-Profile Cases A. Ohanyan’s decree of October 19, 2015 on not initiating criminal prosecution, on March 23, 2016, the Court dismissed it.
