The Electoral Violations Continue
23:20, May 6, 2012 | Press Release | Electoral RightsThe observers of Helsinki Citizens’ Assembly – Vanadzor continue to register a number of violations during the implementation of the observation of the parliamentary elections, namely:
- In 7/09 and 7/10 polling stations of Malatia-Sebastia District of Yerevan, the voters came to vote with new passports, which were issued several years ago but it was obvious that they were new.
- In 7/09 polling station, two voters voted in the same voting booth at the same time.
- In 7/08 polling station, one package of majoritarian ballots was not stamped.
- In 7/6 polling station, a citizen helped a woman who could not vote by herself, but the citizen did not have a passport and the data were not recorded. The observer warned the chairperson of the commission but the case was not recorded.
- In 7/6 polling station of Malatia-Sebastia Community of Yerevan, according to an observer Armen Israyelyan, the proxy of the candidate to the Parliament, Vardan Vardanyan directed voters. After voting, people made a sign to the proxy about voting.
- In 7/10 polling station, a voter wanted to vote a second time; however, recognizing him, the commission did not let him do it. The voter did not agree saying that he had not voted yet. The observer of the organization appealed to the head of the commission to draw a protocol. The latter responded that the voters were sisters and confused the passports.
- In 7/20 polling station, the chairperson of the commission informed that an observer does not have the right to be present at the session of summarizing the voting results. However when the observer mentioned the relevant provision of law, he was allowed to be present at the session.
- In 7/27 polling station, a voter took a photo of the ballot.
- An unknown citizen made a call that bribe was being distributed at school N 11.
- 10. A alert was received that election bribe was being distributed near school N 6, in the RPA office. The observers of the organization went to the mentioned place at about 7:30 p.m.. The doors of the campaign office were closed but a woman and a man waiting in the yard stated that the employees of the office had gone to bring money and they were waiting for it. They persuaded the observers to stay. A man standing near the office told that they could go to the polling station and someone called Vazgen would possibly give the money there.
- 11. In 29/21 and 30/19 polling stations, there were registered gatherings. The observers of those polling stations informed the chairpersons of the commissions about it but the latter took no action.
- 12. In 30/18 polling station of Vahagni village of Lori Region, the village mayor who was a proxy of ARF hindered the voting process. Namely, in the presence of the observer he quarreled with the chairperson, then with a member of the commission. A relevant protocol was drawn with the interference of the observer.
- 13. In 29/21 polling station, the chairperson of the commission did not allow a reporter to take extracts from the registration book.
- 14. In the yard of 29/03 polling station, there were 3 flags of the Republican Party of Armenia.
- 15. In 30/30 polling station, during the observation, the observer of the organization informed the chairperson of the commission that a member of the commission stamps the passports without looking at the photo of the voter. Upon the instruction from the chairperson of the commission the problem was eliminated. In the same polling station, the observer informed the head of the commission that the proxy was standing very near to the voting booth. This problem was solved as well.
