The HRD has initiated a procedure on the issue of holding the convict in the quarantine cell for longer than the established period
12:36, February 5, 2018 | News, Own news | Detention FacilitiesOn the basis of the HCA Vanadzor publication titled “The convict of Armavir PI has been in the quarantine cell for two months already instead of the assigned 7 days”, the RA Human Rights Defender has initiated a discussion procedure at his own initiative.
The HRD staff informed HCA Vanadzor of this by electronic mail on January 30, 2018.
The representatives of the HRD staff have already contacted the Organization with the aim to receive detailed information on the matter of discussion.
It should be recalled that after being moved to Nubarashen PI, E. T., convict at Armavir PI, has been in the quarantine cell since December 1, 2017. Meanwhile, pursuant to the provisions of the RA Penitentiary Code, a convict cannot be held in a quarantine cell for more than 7 days.
HCA Vanadzor advocate Arayik Zalyan, E. T.’s representative in regard to this case, applied to the RA MoJ Penitentiary Department. However, Deputy Head of the Department A. Hambardzumyan avoided the issue of having held the convict for longer than the established period and did not comment on it.
