On April 19, 2014, HCA Vanadzor (HCAV), in cooperation with the Council of Europe, held a training on ‘Human rights and non-discrimination in the context of international legal regulations and domestic law’ in Vanadzor as a part of the EU and CoE Joint Program ‘Strengthening the capacity of lawyers and human rights defenders for domestic application of the European Convention on Human Rights (ECHR) and of the Revised European Social Charter (RESC)’.

The training was held by HCA Vanadzor Advocacy Coordinator Anahit Chilingaryan and lawyer Araik Zalyan trained within the Council of Europe Training for Trainers. It targeted issues of human rights and non-discrimination in the context of developing international legal regulations and domestic law.

As a result, over 20 participants (advocates, lawyers, human rights defenders) learnt about the concept of discrimination (also at the level of domestic legislation), types of discrimination, exceptions to the principle of non-discrimination as well as the grounds under the non-discrimination principle under customary law and procedural characteristics of discrimination cases, according to the ECtHR. The trainers provided the participants with details on types of discrimination (Direct discrimination, Indirect discrimination, Incitement to discrimination, Associated discrimination, Prosecution, Victimization) and explanation of their peculiarities by their particular incidences.

The training also covered discussions on the types of discrimination as defined in the RA legislation and the European Convention on Human Rights and the positions of the ECtHR on discrimination cases on the examples of precedent cases.

The training participants enhanced their knowledge by team work. They were assigned to analyze situational legal problems on individual real cases, substantiate the very existence of any discrimination in the cases and detect its type as well as to find solutions to the legal problems in question.
