Authorities failed to bring to justice officials responsible for excessive use of force against protesters and journalists, including during largely peaceful protests in Yerevan in July 2016. The trials of 32 men accused of crimes committed during the violent takeover of a police station in Yerevan, which prompted the protests, were ongoing at time of writing.

The US State Department published its next-in-turn Annual Report on Human Rights Violations in Armenia in 2016. The violations are presented in separate sections by the rights.

The section on Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment of the Report addresses the case of Ani Boshyan who suffered torture by RA Police officers and whose rights are protected by HCA Vanadzor.
The section on Trial Procedures addresses the case of Al. Tsverianov, who was apprehended to the police station and under the pressure of violence and threats by the police gave self-confession evidence on committing various robberies.
The incidents of human rights violations identified by HCA Vanadzor are also addressed in sections on Arrest Procedures and Treatment of Detainees and on Persons with Disabilities.
Constitutional referendum 6 December 2015 OSCE/ODIHR Referendum expert team Final Report
Following an invitation from the Government of the Republic of Armenia to observe the 6 December Constitutional Referendum, the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) on 26 November deployed a Referendum Expert Team (RET) to observe the Constitutional Referendum. The OSCE/ODIHR RET focused on the legal framework, referendum administration, and the campaign and media. The OSCE/ODIHR RET did not assess the content of the constitutional amendments or observe proceedings on referendum day in a systematic manner.

The constitutional amendments referendum held on December 6, 2015, was monitored by the Citizen Observer Initiative, a coalition established in 2013 and constituted by the following nongovernmental organizations: Transparency International Anticorruption Center (TIAC), Europe in Law Association (ELA), Journalists’ Club “Asparez” (JCA), and Helsinki Citizens’ Assembly Vanadzor Office (HCAV). The goal of the Citizen Observer Initiative is to oversee national and local elections in the Republic of Armenia (RoA) and determine their compliance with domestic legislation and international democratic standards.
