The relatives of deceased serviceman Zhorik Petrosyan do not believe in the official version of the death cause
According to the data of the RA Ministry of Defense, at around 3.30 pm on July 24, 2018, the corpse of ordinary serviceman-combat soldier Zhorik /patronymic name: Vahag/ Petrosyan (born in 1999) was found in the combat position of one of the RA military units located in the south west. There was a gunshot wound in the head.
The serviceman drafted with health issues in January 2018 was declared unfit for military service and was discharged in June
S. K., who was drafted with mental health issues and nocturnal enuresis in January 2018 and right from the day following the conscription was hospitalized due to the flu and then pneumonia, was declared unfit for military service with the support of HCA Vanadzor and was discharged.
Information Paper on the Death Cases in the Armed Forces of the RA and the Republic of Artsakh/Nagorno-Karabakh in the First Half of 2018
According to the information obtained by Helsinki Citizens’ Assembly-Vanadzor from mass media outlets, official sources and the relatives of the deceased servicemen, 24 servicemen of the Armed Forces of the Republic of Armenia and the Republic of Artsakh/Nagorno-Karabakh died in the first half of 2018.

The participants had the opportunity to receive answers to the questions that they were concerned about as well as to personally present the existing documents on the examinations of their state of health to the specialists of the Organization in order to receive consultation from the expert doctor.
The existing issues in the list (the list was approved under Decision 404-N of the RA Government) of diseases determining the degree of citizens’ or servicemen’s fitness for military service are the center of HCA Vanadzor’s attention.
By decision of June 7, 2018, the Court of General Jurisdiction of Lori Region released from criminal liability V. H., who had refused to be conscripted due to disagreement with the decision rendered by the Central Medical Commission on June 7, 2018.
In the framework of the project “Human Rights Training for Conscripts”, the trainings conducted by Helsinki Citizens’ Assembly-Vanadzor continued in Goris, Syunik Region and in Yeghegnadzor, Vayots Dzor Region on June 17 and 18, 2018.
The participants were mainly interested in the impartiality of choosing the place of performing military service by lot during the conscription and the corruption risks connected with it, the manifestations of unequal treatment when drawing lots, specific cases of deferment of compulsory military service, the structure of conscription, the issues relating to the structure of conscription committees as well as the amount of reimbursement for transportation costs given to servicemen in the case of basic leave being provided and other issues.
On May 11, 2018, the Court of General Jurisdiction of Syunik Region of the RA continued the stage of the examination of evidence related to the case of inciting serviceman Gevorg Khachatryan to commit suicide.

HCA Vanadzor regularly presents the cases of corruption and abuse that occurred during the hostilities of April 2016 and the situation of the resulting violations of servicemen’s human rights, the actions implemented by the authorities aimed at identifying and resolving those violations as the situation of the implementation of their obligations. This information paper touches upon the aforementioned issues, presenting the steps that have already been undertaken two years later.
