The RA Special Investigative Service responded to HCA Vanadzor’s crime report that Hrachya Gevorgyan, former detainee at ‘Nubarashen’ penitentiary facilities, was beaten by the staff members of the penitentiary facilities only 6 months later, when the detainee was already dead.
Police officers will not be held liable for using violence against the child selling napkins in the street and insulting his mother
Some months ago, news.am news website posted a publication that police officers apprehended by force a minor child selling napkins in the street, and after apprehension the child developed health problems because of being frightened, according to the doctors.

The criminal cases initiated on the basis of obstructing journalists’ legal professional activities and apprehending various people to police stations by causing injuries and violence through abuse of power by police officers in Sari Tagh district, Khorenatsi Street and adjacent areas in Yerevan city on July 29-30, 2016 were united in one case. The criminal case initiated on apprehending M. Panosyan from Sayat-Nova Street of Yerevan city in the period above and using violence against him at the police station was also joined to the 2 cases above.
The Court issued a judgment; the RA Special Investigation Service will provide a part of the information requested by HCA Vanadzor
On July 21, 2016, the RA Administrative Court, presided by judge K. Baghdasaryan, announced its judgment on HCA Vanadzor v. the RA Special Investigation Service, by which it partially granted the claim of HCA Vanadzor on compelling the SIS to provide the requested information.

As reported before, citizen T. M. consulted HCA Vanadzor and stated that some months before, some police officers broke into their apartment and on suspicion of an attempted murder apprehended her and her husband to ‘Erebuni’ Police Division, where they exerted psychological and physical pressure on the spouses trying to extort testimonies that they had committed the attempted murder of a certain S. V.

On June 29, 2016, the RA Administrative Court, presided by judge K. Baghdasaryan, examined the claim of HCA Vanadzor against the RA Special Investigation Service on the requirement on compelling the latter to provide the requested information.
Self-confession evidence extorted under the threat of sending her baby to children’s home and her to female prison
A citizen who consulted Helsinki Citizens’ Assembly-Vanadzor stated that on August 2, 2015, “4 staff members of Police Department 6” broke into their apartment and by producing only their service certificates, apprehended her and her husband without any grounds to ‘Erebuni’ Police Division, kept them there in separate rooms and exerted violence against them.
Criminal proceedings initiated on abuse of power by Compulsory Enforcement Service officers
On February 17, 2016, A. P. from Yerevan city, consulted the Yerevan Office of Helsinki Citizens’ Assembly Vanadzor and stated that the movable property in the apartment owned by her was arrested by a court ruling. At the same time, she added that the compulsory enforcement actions had been ended by decrees of November 30, 2015.
Trial examination of HCAV v. RA SIS scheduled
On April 6, 2016, the RA Administrative Court, presided by judge K. Baghdasaryan, held a pre-trial court hearing on HCA Vanadzor v. RA Special Investigation Service, with the requirement to compel the latter to provide the requested information.
HCA Vanadzor complaint against RA Special Investigation Service dismissed
On March 12, 2016, the General Jurisdiction Court of First Instance of Arabkir and Kanaker-Zeytun administrative districts of Yerevan, RA, presided by R. Mkhitaryan, announced its ruling based on the examination of HCA Vanadzor complaint against the RA Special Investigation Service. By its ruling the Court dismissed the Organization’s complaint and thus considered the actions of the RA Special Investigation Service lawful.
Examination of HCA Vanadzor complaint against RA Special Investigation Service completed
On March 9, 2016, the General Jurisdiction Court of First Instance of Arabkir and Kanaker-Zeytun administrative districts of Yerevan, RA, presided by R. Mkhitaryan, resumed examination of HCA Vanadzor complaint against the RA Special Investigation Service. Note that by the complaint above, Artur Sakunts, Chairman of HCA Vanadzor, demanded to stop the inaction of the RA Special Investigation Service and compel it to make a decision on the Organization’s report of December 10, 2015 and submit it to the Organization.
