The decision on the fitness of yet another conscript with health problems was changed

H., who was diagnosed to suffer from keratoconus, was granted a deferment of 5 months to receive treatment. However, no treatment was provided throughout those months. Without receiving any treatment and suffering from the deterioration of visual acuity, the conscript was recognized as fit for military service with certain restrictions under the decision of the Central Medical Committee on June 14, 2017. The conscript did not agree with the decision.
Following the study of the conscript’s medical documents, HCA Vanadzor found deficiencies in the examinations conducted and the conclusions drawn as a result of those examinations. Consequently, M. H. refused to be drafted, as a result of which a criminal case was initiated. Within the framework of the criminal case, a complex forensic medical and military medical examination was assigned on 01.11.2017.
According to the complex examination, during the examinations of M. H.’s state of health, certain differences occurred between the diagnoses given by different hospitals; in particular, the degree assigned to the vision problem by one medical institution conducting an examination considerably differed from the data of the examination conducted by another medical institution, which, according to the forensic medical examination, could be preconditioned by subjective factors (application of different instrumental examinations). On the basis of the findings of the examination of M. H.’s state of health, the experts concluded that the conscript needed a deferment for the purpose of observation through further examinations at the CMC.
On 31.01.2018 the conscript showed up at the CMC session, where this time he was granted a deferment of 5 months for treatment purposes.
