Seyran Ohanyan has stated that the 3 dismissed high-ranking military officers will not be prosecuted as they committed no criminal offence. On the other hand, at the meeting with the Public Council, Serzh Sargsyan stated with indignation that he would not follow the advice to dissolve the National Assembly, declare martial law or bring back the year of 1937 in our country. What do you think about this statement?
The authorities represented by the persons acting as key role players at the moment, the commander-in-chief and the defense minister, essentially showed absolutely inadequate attitude to the situation and the issues revealed and faced during the four-day April war. First of all, there is absolutely not a single word, not a single phrase that would indicate a sense of responsibility towards the casualties of those days. They find that the dismissal of 3 high-ranking officers is quite enough to consider that such a responsibility has already been assumed. Whereas, so many casualties were caused by the systemic problems unsolved for years that they try to conceal at all costs. A task is set to carry out an investigation to reveal and clarify the circumstances of how at least 92 servicemen perished. Such circumstances are not only specific incidents but were also caused by the consequences of the current system. This is the approach that is indicative of responsibility.
We realize very well that on the one hand, the dismissed high-ranking officers were made a scapegoat; the system attempted to save its face with small sacrifices. On the other hand, they were a sacrifice through which the authorities again tried to conceal their crime from the RA citizen. Both Serzh Sargsyan, in his capacity of the Commander-in-Chief and President, and the Defense Minister know very well that the reason was not the omissions by specific persons, but rather the corrupt system resulting in a situation in the field of defense that took human lives. Now as Serzh Sargsyan speaks about not taking the measures of 1937, he once again falsifies the issue on the agenda, since the issue concerns not the year of 1937 but rather the need to administer justice and conduct an investigation. No one speaks about dispossessing the rich in a sense he imagines it. There is a demand and a need for investigation, including investigation into the corrupt system. And the investigation should focus on the reference that the documents are all right, and therefore there is nothing to be done and the documents correspond to the property acquired through various corruption schemes and crimes.
Also, as Serzh Sargsyan says that no martial law and no war should be declared and so on, of course he is right, but sorry, if in case of such an undeclared war its entire burden again falls on the citizens at the expense of next casualties, while the sacrifice on the part of the representatives of their own corrupt system is limited to their dismissal, it turns out that the year of 1937 is brought back only for the RA citizens and not for their own authorities and their own team.
Why do they evade prosecuting the dismissed officials? Seyran Ohanyan states that they did not commit any criminal offense and that the army does not deal with such issues.
Indeed, the army does not deal with such issues, but as the head of a department, he should raise such questions by submitting a relevant letter to the Prosecutor General’s Office on conducting checks. As to his statements that there is no abuse to that extent, it is not him to determine such extent; instead, the extent should be determined by investigation. The grounds for dismissing the officials should be made known to the public and it should not be them to decide whether there are enough grounds for criminal prosecution. I cannot understand the approach of the very oligarchs or the so-called “sakuliks”, who stay away from the actual war situation, do not assume relevant liability in compliance with the rules of war and involve RA citizens in the actual war situations by various means. When they say that no concessions will be made, but are not ready to do anything for this purpose in terms of disclosing their crimes to the RA citizens, it becomes clear that Serzh Sargsyan has 2 trenches, one of which is on the borderline and the other in his relations with the citizens of his country. And this is my assessment of the latest statements: after a brief panic caused by the April hostilities, that were ceased by the very RA citizens and soldiers, people started to recover, they again revived and gathered their strength to preserve their power. There was a panic, and that consolidation came as a surprise to them.
However, this consolidation should aim not only to address external challenges, but also to prevent, cease and eliminate the internal dangers. From this viewpoint, it is of serious concern that the other political actors suggest channeling everything for the war, channeling everything for the homeland, but only at the expense of the people, and they do not want to contribute anything to the homeland and to the people, even in terms of administering justice and conducting investigation. If the high-ranking officials are not disclosed and brought to responsibility now, and if the problems due to which we had so many casualties, are not revealed now, what is the guarantee that such problems will be solved, if you do not carry out an investigation and do not disclose to the public the findings of such investigation. As long as no one assumes responsibility for the emergence of such problems, no trust in the authorities can be built. In a corrupt system, the war is not defense of the homeland, but rather a meat grinder for the citizens, with their families in a socially disadvantaged state at the rear and the enemy with dangers in front of them, and here there are the so-called authorities not ready to assume responsibility.

This is one of the single and very essential messages conveyed since many messages have already been given by the public. And the authorities showed a behavior and attitude non-compliant with all those messages and said, “Don’t cherish any hopes, we will not shed a single drop of blood, it is you the RA citizens that will shed blood, and we are to decide.” The crumbs they send as assistance rather seem to be indulgence. When Seyran Ohanyan speaks of abuses and the generals who set up businesses in these years, etc., he should be able to answer a question: How does it happen that only generals can set up businesses? How does it happen that only those supported by the authorities can set up businesses? Were it their grandmas and grandpas who passed to them the sources for such businesses or were it the aliens who made any donations?
When Serzh Sargsyan states that he will not take the measures of 1937, it follows that he will not take such measures towards his subject oligarchs and their property. Speaking to the public, which showed its consolidation over prevention of external threats, from a position that Visotsky would call “Жираф большой, ему видней” (“Giraffe is big and he knows better”) means as follows: “Don’t ever think that I would fear such consolidation.” This is a challenge to the RA citizen; all the forces, without an exception, urging people to consolidate over the corrupt system are a party of war that do not want to lift a finger to change the diplomatic, economic and social situation. When it comes to preservation of the gene pool, it is a boycott against the 18-year-old young men who as humans have their own goals and their own plans that cannot be inherited. The human soul and mind cannot be inherited, but should live a life of their own, and such a gene pool is a means of preparing the next-in-turn meat. When they say that all the 18-year-olds must do a compulsory military service, but themselves carry on the corrupt crimes they used to commit to squeeze their own young men in science and will continue to apply other mechanisms to evade military service, this all indicates that they have absolutely no concerns about the life and security of RA citizens. For them, a human is only a means to achieve their own corrupt goals both internally, and externally.
What is happening now?
The public has a more than clear idea and expresses its demands openly, and they will no longer succeed in forging the issues on the agenda and misleading the public to preserve their powers.
