The Ministry of Defense continues calling up young people with health problems
15:39, July 25, 2014 | News, Own news | Rights of Soldiers/Recruits | Armed ForcesThroughout its working activities, the HCA Vanadzor has frequently published references and statements to inform the public at large about the call-up of young people with health problems.
Many of such soldiers have to spend the entire period (or most of it) of their military service at military hospitals, and the unclear question is why they had been called up if they were obviously unfit for the service.
Now, a parent of a conscript applied to the HCA Vanadzor to resolve the issue of the recruitment or dismissal of her son.
The matter is as follows.
In 2011, A. D. underwent examination at the Erebuni Medical Center and was diagnosed with thoracic spine kyphosis (with angle of 66 degrees) of 3rd degree. Under Article 36, Order No. 410 of the Ministry of Defense dated 2013, conscripts with the disease of such degree are either exempted from military service, or are eligible to draft deferment.
In 2011, the Commission decided to grant A. D. a draft deferment of 3 years.
In 2014, the deferment period expired, and A. D. was called up on the grounds that the kyphosis reached the acceptable level of 60 degrees, and he was already fit for the military service. At the same time, A. D. underwent another examination at another medical center and was diagnosed with kyphosis of 62 degrees which made the conscript unfit for the service. It is quite noteworthy that the disease of A. D. could not have been cured over time without the adequate medical intervention.
Nowadays, the problem faced by A. D. is that he was found fit for military service with some limitations by the decision of May 22, 2014.
The police has also been involved in this issue by taking immediate measures calling the conscript to the police unit to sign a commitment, while the latter by no means seeks to evade his military service and even applied to the RA Ministry of Defense with the support of the HCA Vanadzor back on July 11 and July 18 to review the legality of his call-up and has received no response so far.
Today, the HCA Vanadzor submitted another official request to S. Ohanyan, the RA Minister of Defense to review the legality of the call-up of A. D. and resolve the issues raised by the organization it its previous applications.
We hereby once again call on the RA Ministry of Defense to address this issue and issues of all the conscripts and ensure adequate medical examination to the extent possible to avoid any further problems.
