“Via this public means (I didn’t find other means appropriate) I, the RA citizen Artur Sakunts, come up with the following recommendations aiming to support the RA Special Investigation Service with the revelation of the March 1, 2008 crimes:
1․ Interrogate Robert Kocharyan/ RA former President/,Serzh Sargsyan/RA former Prime Minister/, Aghvan Hovsepyan/RA former Prosecutor General/, Hayk Harutyunyan/RA former Police Chief/, Mikael Harutyunyan/RA former Minster of Defense/, Seyran Ohanyan/ former Chief of the General Headquarters of the RA Armed Forces/, Mikael Grigoryan and G. Melkonyan/former deputies of the RA Minster of Defense/, Gorik Hakobyan/former and current Chief of the RA SIS/, Commander of the NKR Defense Army and his deputies for the clarification of the following questions.
– What were the contents of the orders and instructions given by Robert Kocharyan throughout February 24-March 10, 2008, to whom, when, on what grounds and purposes were they given?
– What were the contents of the orders and instructions received by the other aforementioned officials from Robert Kocharyan throughout February 24-March 10, 2008, when, on what grounds and purposes were they received?
2․ Interrogate the persons listed in the document on allocating military uniforms by members of the March 1 fact-finding group S. Safaryan and A. Kocharyan along with Ruben Hayrapetyan, not included in the list, whose bodyguards and security personnel were provided with military uniforms, in order to reveal the following questions: from whom, when, for what purpose were the orders received and what were their contents.
3․ To finally find out where the aforementioned officials, non-officials and their bodyguards were, on what purpose, and what actions they undertook throughout February 24-March 10, 2008 and especially on March 1 which security groups, which state structure intensified protection groups were given a order, and what orders and actions were given and for which cases they were given to be used.
Via this statement I raise the questions if regarding which investigative actions are initiated, the crimes of March 1, 2008 will definitely be revealed.
If the investigative actions fail to be undertaken regarding the aforementioned questions, then, I can directly accuse the SIS for deliberate inactivity…”
