To the submitted application about Shant Harutyunyan, the SIS also responded in a note

On December 19, 2013 the RA Special Investigative Service replied to the application regarding Shant Harutyunyan addressed to the RA SIS Chief Vahram Shahinyan by HCA Vanadzor. It is noteworthy that the RA SIS had replied with a note(on October 25 of 2013) and not with a decision to the report on crime sent out by HCA Vanadzor on October 18, 2013. With the application sent on December 9, HCA Vanadzor requested to reach a decision based on the report on crime and submit it to the applicant in a defined order.
This time again the RA Special Investigative Service replied with a note, which cites,
“… once again I inform that the grounds of accepting the aforementioned application as a report on crime and taking a decision regarding it as envisaged by Article 181 of the RA Criminal Procedure Code do not exist.”
