00:00, November 16, 2006 | Press ReleaseOn November 15, 2006 the presentation of the project “Capacity Building and increasing the effectiveness of the Right Protective Activity of HCA Vanadzor” took place in the office of HCA Vanadzor.
The goal of the project is the formation of mechanisms of quick response for human rights violations in Lori region through developing the potential of the right protective activity and through increasing the effectiveness of the activities.
The project includes 5 towns of Lori region, such as Vanadzor, Stepanavan, Spitak, Tashir and Alaverdi. It is planned to establish a group of 16 persons. The group will consist of 8 persons from Vanadzor, and 8 persons from the other towns, two persons from each.
During the first year, the participants will be taught the methods and mechanisms of human rights monitoring. Then they will monitor human rights in the closed and semi-closed institutions of Lori region, namely in children’s homes, houses for elderly people, psychiatric hospitals, detention facilities. The results of the monitoring will be printed in reports. For the first time a web-portal on human rights will be created in Lori region. It will be a joint information database on human rights monitoring and violations. Any organization dealing with human rights will have the opportunity to put its information on that portal.
The next element of the project is the monitoring of the pre-electoral period of 2007 parliamentary elections and local media. Another important element of the project is PR. As Arthur Sakunts, the coordinator of HCA Vanadzor, mentioned local media and society will regularly be informed on human rights violations. “With this there won’t be the problem of mutual isolation, which is a rather serious obstacle for the prevention of human rights violations”-he mentioned.
The duration of the project is 3 years. It is implemented with support from OSI.
