On March 13, 2013 HCA Vanadzor office submitted a claim to the Ethics Committee on high-rank officials regarding breach of ethics code by RA Vanadzor community head Samvel Darbinyan and subjecting him to a disciplinary fine.
On February 21, 2013 in an interview with “Hetq Online” Vanadzor Mayor cleared up the defeat of RPA leader Serzh Sargsyan in Vanadzor community with the following statement, “It wasn’t the defeat of our leader but was due to the unconscious state of our people, since they don’t fully comprehend what they do.”
Based on the claim, the Ethics Committee on high-rank officials made a decision to initiate proceedings and proposed RA Vanadzor community head Samvel Darbinyan to present his objections and bring in explanations in a 10-day term.
