Vanadzor’s Mayor is ready to attend the Ethics Committee
06:47, April 18, 2013 | NewsToday in response to the question posed by “Azatutyun” radio station previously, Samvel Darbinyan stated that upon receiving the decision of Ethics Committee, he’ll present explanations over his assessment addressed to the Vanadzor citizens in regard to RA Presidential elections.
During the Presidential elections Serzh Sargsyan received fewer voted in Vanadzor community, which was beyond the Mayor’s expectations, lost to the Oppositional candidate. In an interview with “Hetq” electronic periodical, the Mayor accused Vanadzor residents in “being unconscious”.
Artur Sakunts, Chairman of Helsinki Citizens’ Assembly Vanadzor, in his application addressed to the Ethics Committee on High-rank Officials referred to the RA law on “Public Service” and recalled the public officials’ rules of ethics, specifically to “respect the moral norms of the society”, to “manifest decent conduct corresponding to the held position everywhere and during any type of activities”, to “display respectful attitude towards persons with whom he communicates while exercising his authorities.” The human rights defender noted in his application that the Mayor’s statements violated the law provisions as well as insulted the dignity of his citizens, who have elected him as a leader by granting a number of authorizations.
On April 9, which is the RA president’s inauguration day, the Ethics Committee on High-rank Officials took a decision to initiate proceedings and suggested that the Mayor should submit his “recommendations and explanations” to the Ethics Committee in a 10-day term after receiving its decision.
“I haven’t ever displayed disrespectful attitude towards my community members and I am not going to do so, either. The residents of that very community have elected me as Mayor for 5 times”, stated Darbinyan in an interview with “Azatutyun” radio station, adding that, “It was merely a word combination which was misused. It doesn’t mean that we don’t accept our residents and citizens”.
Whereas, human rights antagonist Artur Sakunts considers the Mayor’s behavior unprecedented, “Calling the city’s whole population unconscious”.
“We must pull stings to eliminate the veil of impunity”, states the human rights defender.
In a talk with “Azatutyun” radio station, Chairman of Ethics Committee Emil Babayan noted that the Ethics Committee on High-rank Officials must reach an inference in a 1-month term.
The Ethics Committee on High-rank Officials, formed in January of 2012, hasn’t drawn any inference over the breach of conduct code of any specific official up until now.
