Negligence of officers’ staff as a cause for the death of 19-year-old boy

According to the information disseminated earlier, Vanadzor city resident Narek Hovsepyan /born 1994/ became a victim in a tragic incident that occurred in NKR “Haykazov” military unit on July 22.
Pursuant to the disseminated rumors, the incident occurred during the firearm cleaning, however, in compliance with the reliable data of Artur Sakunts, chairman of Helsinki Citizens’ Assembly Vanadzor, the incident would happen, if the officers’ staff of the military unit was careful and all the rules for safe gun handling were maintained.
On the day of the incident, the soldiers were in the rifle range and one of the guns was clogged. The malfunction wasn’t eliminated in the rifle range and the soldiers brought them back to the armory, where they tried to fix the clogging on their own, which should have been done by an expert in a safe area.
