Complaint on Alexander Tsverianov’s Case Examined
19:31, June 16, 2015 | News, Own newsOn June 15, 2015, the General Jurisdiction Court of Arabkir and Kanaker-Zeytun administrative districts of Yerevan, RA, presided by judge A. Mkrtchyan, examined the complaint filed by Artur Sakunts against decree of March 31, 2015 of V. Avetisyan, Deputy Head of the RA SIS Torture and Crimes against Humanity Investigation Department on not to initiate criminal prosecution and discontinue criminal proceedings.
A Sakunts acts in this case as the representative of the aggrieved party, Alexander Tsverianov who gave self-confession evidence under the torture and inhuman treatment towards him at the RA Police Yerevan city Department, Erebuni Division and had to admit having committed a series of robberies.
The hearing was attended by the complainant A. Sakunts and V. Avetisyan responsible for the investigation. Upon presenting the parties and adjusting the issue of absence of any challenge motions, the Court started examining the complaint. Complainant A. Sakunts stated that the RA SIS had received the discontinued case materials and since the initial application was attached to the case files, he presented the amendments to the application made while familiarizing himself with the case materials.
A. Sakunts, representative of the aggrieved party, also said that the preliminary investigation had failed to detect some issues of essential significance for the case. He meant particularly the necessity to adjust the time when A. Tsverianov was apprehended to the police, as well as detect the facts related to involving false assistant witnesses and translators in the violation of the established procedure, the necessity to provide A. Tsverianov with medical aid and a series of other facts.

Sakunts requested the Court to oblige the investigating authority to stop violation of the rights and freedoms of victim A. Tsverianov. The examination of the complaint showed that investigator V. Avetisyan had failed to submit to the court the criminal case materials. Given this, the Court ruled to adjourn the hearing within another schedule and obliged the investigating authority to submit to the Court the criminal case materials. The following court hearing on complaint examination was scheduled to be held on June 26, 2015, at 12 pm.
Note that back on May 30, 2014, the General Jurisdiction Court of Erebuni and Nubarashen administrative districts of Yerevan, RA had passed a verdict of not guilty by declaring A. Tsverianov innocent for the acts charged.
