23:43, December 6, 2015 | News, Own news | Electoral RightsAs already reported, once the voting had started, by order of polling station electoral commissions and then of the precinct electoral commission chairmen, observers from the Citizen Observer Coalition organizations, including representatives of HCA Vanadzor and Asparez Journalists’ Club were not allowed to look up voters’ serial numbers in the voters’ lists and ask them questions to identify them. HCA Vanadzor provided the clarification below: voters’ lists and their serial numbers are posted at the polling stations and accessible to everybody, including observers and proxies. They have the right to freely access and get familiar with the electoral documents possessed by the electoral commission in question, and this entails that the observers may look up the names, surnames and serial numbers of voters both in the voters’ lists and in the lists posted at the polling stations. The actions above are not considered a violation, and any threats that observers may be arrested for such actions are illegal. As for violations, an attempt by an observer to find out about the vote cast by a voter may constitute a violation.
