Attempt to evade criminal liability by distorting facts. Let’s wait for the decision of the RA Prosecutor General’s Office
18:08, September 8, 2016 | News, Other newsIn response to HCA Vanadzor publication entitled Police officers committed a breach by a murdered person’s vehicle considered material evidence; shot by video-recording devices (Video), the day before, the RA Police published a disclaimer, according to which 34 TD 091 registration plate was fixed by mistake instead of Mercedes-Benz 34 TU 091 registration plate and on August 18, 2016 a decision was made on imposing administrative penalties. On September 7, 2016, the decision above was reversed.
It should be noted that HCA Vanadzor submitted a crime report to the RA Prosecutor General’s Office, requiring detecting and holding liable the persons responsible for the crime. Instead of properly processing the crime report, the competent public agencies just published quickly the disclaimer of the Press Department of the Police, which is not enough to argue that no crime was actually committed.
The law enforcement agencies are under obligation to initiate a criminal case based on the crime report and assign a relevant expert examination under it to find out whether the engine of the vehicle was started after the date the vehicle was put under arrest and whether it was impossible to identify accurately its state number plates and compare the vehicle fixed by the video with the photos of the vehicle owned by H. Falanjyan after proper examination. Only after that it can be stated whether the vehicle on the video was the murdered person’s vehicle under arrest or not.
Anyway, the state number plates 34 TD 091 can bee seen on the picture attached to the police decision on imposing the penalty.
We wonder whether the police make such mistakes often.
