Strategic Litigation
HCA – Vanadzor uses strategic litigation as a strategy that uses the justice sector to achieve legal and social change through test cases concerned with social justice as much as individual justice.
The strategic litigation aims to change laws or policies that violate constitutional protections or human rights, to ensure that laws are interpreted and enforced properly, to identify gaps in the law, to raise awareness, to foster public discussion, to educate public, to bring about pressure for social and legislative change as well as to empower marginalized groups. Strategic litigations are launched in cases when a private issue might lead to an institutional change.

A Letter of Complaint Submitted to RA Prosecutor General on Case of False Witnesses
January 30, 2015On August 2, 2014, Pnjik Teroyan, resident of Vanadzor, applied to the HCA Vanadzor to protect her rights. According to P. Teroyan, back on April 4, 2012, she had reported a crime to the RA Police. The Vanadzor city Taron Investigation Division of the RA Police Lori Marz (region) Investigation Department initiated a criminal case based on the report. P. Teroyan claimed that the investigator had committed numerous violations during the investigative actions; particularly, by involving police officers as witnesses in such actions.

RA Court of Appeal Dismissed the Appeal on Case of Victim of Violence Witnesses
January 22, 2015On January 22, 2015, the RA Criminal Court of Appeal, presided by judge A. Petrosyan, announced his ruling on the appeal of Artur Sakunts, representative of Merujan Kaleyan. In particular, the court dismissed the appeal by upholding the judicial act by the RA Syunik Marz (region) First Instance Court of general jurisdiction dated September 22, 2014.

Petrosyan continued the hearing on a complaint against the decision of the general provision Court of the Kentron Nork-Marash administrative unit of Yerevan city regarding the case of Hayk Movsisyan died in the NGKR investigation isolator. New Preliminary Investigation will start
March 25, 2013The circumstances of 10-year old Derenik Gasparyan’s death as a result of improper supervision will be re-investigated. The Kotayk Region Court of Common Jurisdiction, presided by Judge Hrayr Sargsyan, took a decision to satisfy the claim of Arayik Zalyan, the representative of the successor of 10-year old Derenik Gasparyan, who died in a fight between the classmates by quashing the decision of Kotayk Region Investigation Department of RA Police investigator A. Baghdasaryan to close the case.

Vote of Dissent: “Against all” Option to be considered for Future Elections
