“The prosecutor’s office puts pressure on the investigator”, parents of the newborn who died in March in Gyumri are going to challenge the investigative body

She added that if that situation persisted, she was going to challenge the investigative body.
The forensic genetic expert examination under the criminal proceedings initiated by Shirak Marz (Region) Investigative Department of RA Investigative Committee on March 16, 2016 to detect whether the dead newborn was the baby born to Liana Petrosyan and Hakob Darbinyan gave not results; it was reported that it was impossible to separate DNA from mother’s blood sample.
The section of ‘Conclusions’ particularly reads as follows: “The question on “whether Hakob Petrosyan /patronymic: Robert/ and Liana Darbinyan /patronymic: Daniel/ are the biological parents of the child in question” remained unanswered /molecular genetic testing of maternity and paternity identification/ as it is impossible to separate DNA from Liana Darbinyan’s blood sample provided /the findings are summed up in Electrophoresis Protocols № 16, 17 and 18/.
In regard of this at least illogical conclusion, it was motioned to seize and attach to the criminal case files the Electrophoresis Protocols № 16, 17 and 18 making an integral part of the forensic genetic expert examination. The motion was granted.
In October, another blood sample was obtained; according to the couple, the expert examination should have been started past Monday but a week passed and they have received no response so far.
The forensic expert examination required by Liana Darbinyan’s representative and attorney at HCA Vanadzor Arayik Zalyan’s motion back in July of 2016 has not been completed yet. According to the dead newborn’s parents, the placenta and some of the baby’s organs subject to expert examination are actually missing which makes it impossible to carry out a complete expert examination.
The agency responsible for preliminary investigation has not taken any action on its own initiative beyond the motions on these criminal proceedings lasting for over 8 months; the parents insist that the prosecutor’s office (A. Nahapetyan, Prosecutor at Shirak marz (region) Prosecutor’s Office) uses pressure against the investigator and demand that the investigation into the case is carried out by other specialists.
