Contradictory testimonies provided on the case of Anzor Karapetyan who died at ‘Armavir’ Penitentiary; the investigator’s decree was appealed to a court of law
16:10, July 18, 2016 | News, Own newsOn April 27, 2016, Armavir Marz (Regional) Investigative Department of the RA Investigative Committee decreed not to initiate criminal prosecution against the other persons involved in the brawl under the brawl case of Anzor Karapetyan and to discontinue the criminal proceedings.
The decree above was made based only on the testimonies provided by the persons in question, whereas they and Anzor Karapetyan’s family members provided contradictory testimonies during the investigation into the case.
The latter also mentioned in their testimonies about the intervention by some police officers (they came up to the group to prevent the brawl); however, this fact has not been examined within the proceedings either.
Along with the other shortcomings within the investigation into the case, the circumstances on how Anzor Karapetyan had sustained the injuries were not established as well, despite the forensic medical examinations undertaken.
The appeal submitted to the Prosecutor’s Office of Armavir marz (region), RA, by attorney Ani Chatinyan, lawyer at HCA Vanadzor and representative of Anzor Karapetyan’s successor, against the decree above on not initiating criminal prosecution and discontinuing criminal proceedings and pointing to the gaps and shortcomings in the investigation into the case was dismissed on the pretext of lack of merits.
The decree was also appealed to a court of law; the court hearing is scheduled for July 18, 2016, at 12 pm, at the General Jurisdiction Court of Armavir marz (region).
Note that after a brawl with Anzor Karapetyan involved therein in Armavir town on December 31, 2015, he presented himself to the police voluntarily and was then arrested.
A. Karapetyan was charged under Article 34-104 (attempted murder) of the RA Criminal Code.
On January 3, 2016, in the evening, he was detained by a court ruling and transferred at night to Armavir Penitentiary, where he was found dead after some hours.
