Letters and crime reports submitted on violations: summary
13:31, October 3, 2016 | News, Own news | Electoral RightsDuring the observation of the local elections in Gyumri and Vanadzor in cooperation with Goris Press Club, Union of Informed Citizens, Armenian Helsinki Committee and Martuni Women’s Community Council, Helsinki Citizens’ Assembly-Vanadzor submitted the letters and crime reports below.
A letter was submitted to Gyumri city Mush Division of RA Police that citizen Zoya Adamyan took a picture of voter Mariam Baghramyan’s ballot.
A letter was submitted to the commission of electoral district № 34 that the lock of the safe at polling station №34/79 was defective and the safe could not be closed.
A letter was submitted to the commission of electoral district № 34 that at polling station №34/81 a person named Artur Israyelyan first introduced himself as a proxy of PAP (‘Prosperous Armenia’ Party) and then as an observer of ‘Democracy Law International Center’.
A letter was submitted to the commission of electoral district № 34 that Nelly Avetisyan, Chairperson of Commission at polling station 34/56 was obstructing the work of the observers and proxies by starting pointless arguments with them.
A letter was submitted to the commission of electoral district № 34 that at polling station 34/08, the headmaster of school №37 constantly entered the polling stations and the strangers in the yard of the polling station obstructed the observers’ work while observing the area of the polling station in a radius of 50m.
A letter was submitted to the commission of electoral district № 34 that the Chairperson of Commission at polling station 34/59 removed a proxy who committed a violation but refused to draw up a protocol on it.
A letter was submitted to the commission of electoral district № 34 that at polling station 34/79 Hamlet Sarukhanyan, Council of Elders candidate of ‘Armenian Renaissance’ Party was at the polling station as its authorized representative. Before, the Chairperson of the Commission at the polling station was warned about it.
A letter was submitted to the commission of electoral district № 34 that at polling station 34/21, a stranger brought some food in a box with a note ‘Balasanyan Alliance’ and gave it to the Chairperson of the Commission.
As of 10:13 am, at the same polling station, a proxy of “Balasanyan Alliance’ Party made some notes in his lists and guided the voters by giving them some pieces of papers with something written there.
A letter was submitted to the commission of electoral district № 30 that at polling stations 30/14, 30/40 and 30/58, the ink of the seal evaporated.
A crime report was submitted to Gyumri city Mush Division of RA Police that a person called Siranush Tadevosyan brought groups of voters by a taxi car to polling station 34/56.
The crime report above also mentioned that voters were forced to enter polling station 34/59 and vote for ‘Balasanyan Alliance’ and that some persons voted instead of other persons at polling stations 34/76 and 34/39.
A crime report was also submitted to Gyumri city Mush Division of RA Police about an argument between ‘Balasanyan Alliance’ Party’s proxy and a voter at polling station 34/64.
At polling stations 30/01, 30/22, 30/49 and 30/03, incidents of voting instead of other persons were identified and relevant letter was submitted to Vanadzor Bazum Division of RA Police.
A letter was submitted to Vanadzor Taron Division of RA Police on noting crowded people and guidance in a radius of 50 m around polling station 30/51.
A letter was submitted to Vanadzor Taron Division of RA Police on voting instead of other persons at polling stations 30/01, 30/22 and 30/49.
A crime report was submitted to Vanadzor Taron Division of RA Police on transporting voters in groups to polling stations 30/01, 30/03 and 30/48.
A crime report was submitted to Vanadzor Bazum Division of RA Police on transporting voters in groups to polling station 30/14.
A letter and a crime report were submitted to the commission of electoral district № 30 and Vanadzor Bazum Division of RA Police respectively, that at polling station 30/06, the ballot box was not sealed under the prescribed procedure.
A crime report was submitted to Vanadzor Taron Division of RA Police on denying a journalist access to polling station 30/47 in Vanadzor after 8 pm.
