Report submitted on illegal activities of RA and RF law enforcement agencies
13:40, June 6, 2015On January 13, 2015, at about 12:15 am, the servicemen of the Russian Federation border guard troops on the Armenian-Turkish state border detected a stranger attempting to illegally cross the RA state border and failed to inform about it either the RA National Security Service or the RA law enforcement agencies.
Later, as they found out that the stranger was Valeri Permyakov, military serviceman at the Russian Federation military base № 102 wanted by the police and suspected of murdering 7 members of the Avetisyans family in Gyumri, the Russian Federation law enforcement agencies still failed to submit any information to the RA law enforcement, and the RA National Security Service also failed to request any relevant information from the Russian Federation agencies above. Based on this, on June 3, 2015, Artur Sakunts and Arayik Zalyan, representatives of the successor to the Avetisyans family, submitted a crime report to the Head of the RA National Security Service to detect the crime, initiate criminal proceedings and bring the persons responsible to justice.

It is noteworthy that the Russian Federation border guards illegally arrested Permyakov attempting to illegally cross the RA state border and handed him over to the representatives of the Russian Federation military base № 102 in the RA and thereafter the Russian side refused to hand over Permyakov to the Armenian side. Meanwhile the territory of the Russian Federation military base in RA is Armenia’s territory and is only leased to the Russian Federation. Therefore, the RA Constitution and RA laws are binding on the territory of this military base.
Hence, it is illogical to hand Permyakov to the Armenian side as he is already on the territory of the Republic of Armenia. As for the Russian Federation border guards, they have no authority to arrest any persons, but can only catch the persons attempting to illegally cross the Armenian-Turkish or Armenian-Iranian borders, and then shall call in the RA National Security agencies and hand such persons to them. Meanwhile, the Russian Federation border guards violated the law and can be said to have kidnapped Permyakov.
Based on this, on June 3, 2015, Artur Sakunts and Arayik Zalyan, representatives of the successor to the Avetisyans family, submitted a motion to the RA General Department of High-Profile Cases, RA Investigative Committee to initiate criminal proceedings against the relevant officers of the Russian Federation military base 102, servicemen of the Russian Federation border guard troops and relevant officers of the RA National Security Service.
