Law enforcement agencies sparing no effort to conceal the crime
11:01, March 14, 2016 | News, Own newsOn March 4, 2016, R. G. from Vanadzor consulted Helsinki Citizens’ Assembly Vanadzor. He stated that on the night of November 17, 2015, Russian national K. B. hit him during a row at Rossia nightclub in Nor Khachakap village, Lori marz (region) and inflicted on him life-threatening severe damage to health.
On November 23, 2015, the RA Investigative Committee initiated criminal proceedings on the incident under Article 112(1) of the RA Criminal Code (Infliction of willful heavy damage to health). Only 2 weeks after initiating the criminal proceedings, it was decided to involve K. B. as an accused, and he was put on the list of wanted persons. As for involving R. G. in the criminal proceedings as a victim, no such decree has been received so far in spite of the fact that the proceedings were initiated over 3 months ago.
According to R. G, the staff of the Lori marz (region) Investigation Division first attempted to conceal the crime and then suggested that he reached an agreement with the defendant over the compensation of the damages; otherwise, the latter would pay nothing at all.
This was followed by threats by accused K. B. towards R. G. and his family. While R.G. reported this to the law enforcement agencies, they refused to take any measures.
According to R. G., his family still suffers pressure and threats, with the absolute inaction by the law enforcement agencies.
Not only do the law enforcement agencies fail to take any measures to detect the person responsible for the crime and take any preventive action against him, but also use different ways in an attempt to conceal the crime; in particular, N. Khachatryan, acting head of Spitak Department of Lori marz (region) Investigative Department, guided K. B. in reaching an agreement with the forensic expert on issuing a wrong opinion and R. G. was explicitly informed of this.
Based on the application of the person above, on March 12, 2016 HCA Vanadzor filed a crime report with the RA Prosecutor General’s Office expressing a suspicion that the investigative agency was involved in a criminal conspiracy with the accused under the case.
By its crime report above, the Organization required that immediate measures were taken to restore R. G.’s violated rights, ensure his security and that of his family as well as to solve the crime in question, initiate criminal proceedings and bring to justice the persons responsible for the crime.
