Staff reduction at RA Control Chamber was done in violation of the law: HCA Vanadzor got an alert
18:40, June 16, 2017 | News, Own newsA number of former civil servants wrote to HCA Vanadzor on the recent staff reduction at the RA Control Chamber. According to their letter, the staff reduction at the Control Chamber was done in violation of provisions of the law. Particularly, the staff reduction violated the provision of Article 29 of the RA Law on Civil Service, according to which: “In case of staff reduction, the preferential right to continue work activity shall be given to pregnant civil servants or civil servants with a child under 3 or civil servants drafted into conscript military service and in case of equality of this condition to the civil servant with a higher rank in civil service and in the case of equality of this condition to the civil servant with the greatest length of service in civil service”.
According to the authors of the letter, citizens protected by the said Law were also dismissed, and the statement on staff reduction posted on the RA Control Chamber website on June 12, 2017 has no interpretation of the principle underlying the staff reductions and why any particular employee was given preference. The statement only refers to the RA Civil Service Council decree № 486-A of June 12, 2017 by which relevant changes were made in the list of civil service positions due to the reduction of the positions of 14 chief specialists of the Control Chamber.
The authors of the letter complain that instead of protecting the civil servants’ interests, the RA Civil Service Council got engaged in the process and expect HCA Vanadzor’s support to restore the rights of the citizens dismissed in violation of the law.
The letter also states that the dismissed staff members “relied on being protected by the law, made loans and are now confused and discouraged and have no idea what to do.”
